You have arrived at this solution because:
The Decedent died without leaving a Will.
The Decedent died leaving property other than motor vehicles, real estate, and/or tangible personal property.
One or more of the heirs cannot or will not cooperate in the settlement of the decedent's estate.
There are no debts due and owing by the estate that are not secured by real property.
The Decedent had money in a bank or financial institution and the bank or financial institution is unwilling to release the assets in the decedent's account until they receive Letters Testamentary or Letters of Administration.
